About Us:The Office of Sustainability develops and advocates for programs, policies, and actions by government, citizen, businesses, and institutions that improve the long-term environmental, social, and economic viability of Baltimore City. In addition to overseeing and tracking the implementation of the Baltimore Sustainability Plan, the Office integrates sustainability into City government operations and develops partnerships with organizations on the ground performing related work.
Position Description:
Reporting to the Director, the Economic Development Officer - Food Retail is responsible for providing an economic development/financial perspective to food access and retail, specifically in food deserts, and overseeing day-to-day management of food access projects related to economic growth and real estate development within the City of Baltimore. The result is collecting and analyzing data, identifying opportunities and resources, and providing technical assistance to move projects forward to completion.
General responsibilities include professional and administrative activities related to project management of public- and privately-initiated real estate and economic development projects overseen by BDC on behalf of the City of Baltimore. Work requires the employee to assemble and coordinate the activities of a project team comprised of BDC staff, business owners, developers, the staff of government agency partners, consultants, and lawyers in the execution of tasks necessary to initiate and complete projects assigned to the employee. While the employee reports directly to the Director, work is performed under the general direction of the President and CEO and the Executive Staff of BDC. The employee performs other duties as assigned. Job duties are subject to change as directed by BDC.
Specific responsibilities include:
- Analyzing the retention and expansion of grocery stores in the City of Baltimore with an emphasis on the City’s designated food desert areas
- Developing and maintaining a food retail site database and market analysis
- Coordinating and convening ongoing food retailer meetings
- Implementing a food retail development incentive package with eligibility criteria that focuses on quality of food in stores
- Collaborating with other agencies to provide technical assistance for corner stores and grocers to increase their healthy food availability; and
- Assisting in the creation of a grocery store workforce development program.
Knowledge Skills and Abilities:
- Project Management experience with a track record of positive results and increasing responsibility.
- Effectively operate in a complex and political work environment while exhibiting sound judgment and decision making.
- Identify project goals and work plan, develop and adhere to project timelines, and take initiative necessary to commence and complete assigned projects on time and on budget.
- Effectively prioritize project work load, to address competing project priorities, and to adjust work output quickly to meet changing deadlines and priorities.
- Effectively conduct negotiations related to assigned projects and negotiate and prepare complex and routine legal documents in close coordination with Managing Director and City of Baltimore Law Department.
- Effectively evaluate projects and requests and recommend appropriate business and legal terms to Managing Director.
- Present, both orally and in writing, diverse and complex information in understandable terms before large groups in an effective and persuasive manner.
- Establish and maintain effective working relationships with diverse internal and external groups including elected officials, business, community, and civic organizations.
- Work both in a team environment and with independence with a positive attitude and demeanor. Working knowledge of pro-forma development sources and uses development, calculating developer returns, and modeling and calculating City revenue using primarily Microsoft Excel.
- Operate standard office equipment and utilize typical computer resources in the day-to-day conduct of work.
Education and Experience Requirements:
- A minimum of a Bachelor’s Degree in a related field from an accredited college or university and 3+ years of experience in public or private Economic Development or Real Estate Development, or an equivalent combination of education and experience.
- Applicant must have their own transportation or access to transportation to meet with clients, attend community meetings, visit project sites, and attend off-site meetings and events.
